Following an answer further down in the same SO link I provided earlier, I deleted the node_modules folder, cleared the local branch I made to then branch off a clean master from the original clone. I then re-ran npm install which worked just fine, and npm start worked perfectly after that. I believe I'm still sudo'd in my terminal, but everything seems to be running just fine with the configuration you've provided.

This is the first I've heard of this problem ... and I know many of the viewers use a Mac. So I assume that there is something else specifically different about your configuration (and that of the SO author) that would make this necessary?
I would prefer not to change it in my files because I try to match the Angular documentation QuickStart files as shown here: https://github.com/angular/quickstart/blob/master/package.json.
I'll check with the team to dive into this further. For now, I'm closing this issue.

I just talked to someone on the team and she said that this change worked for her when: "I was on a corporate macbook pro with lots of security limitations." Is that your situation by any chance?

Nope, it's my personal MacBook Pro. I was connected to my employer's WiFi though, but I believe the WiFi we can connect personal devices to is more open but also isolates us from the rest of the corporate network.
