Tickets added to pool with addticket not found in store

@chappjc i'm currently unable to repro this issue. Is there anything special to trigger this other than:

purchaseticket (with low fees)
wait until mined.
addticket
Go to /tickets and it should err out?

cjepson had a PR that fixed this, but i think it's unmerged.

Yah I was trying to test that PR for effectiveness to avoid the error, but can't hit it with or without

I vaguely recall testing a previous version of #26 before @cjepson made the PR.

I think I deleted one of the voting wallets and restored it from seed and let it sync. I did not importscript or anything.

Then I fired up dcrstakepool and it added the missing scripts. So that would test the script syncing part of the PR's functionality.

But since importscript triggers a rescan, it's wallet that is adding the tickets and not the code in the PR.

So we would still need to figure out what's going on with addticket.

I though just adding an invalid ticket to one wallet, but not all would cause this.
