Please try to change following section:
environment:
- USERS="usertest|password0123456789"
to
environment:
- USERS=usertest|password0123456789
Quotes should be used for setting user with "docker run"

If you need spaces, because you want more than one user created, also enclose the variable name in quotes, like this
- "USERS=user1|pass1 user2|pass2"
