I see the same thing. Most noticeable on Firefox (currently using version 22).
Not sure why it appears to be applying the flat-ui styles only after applying the base bootstrap.

Hi everyone,
Flat UI is a theme for bootstrap, so there is nothing we can do here.
We need to load flat-ui.css after bootstrap.css, to overwrite some styles.
Yes, sometimes when connection is slow - you can see how the styles are replaced.
The only thing I can advise is to combine bootstrap.min.css and flat-ui.min.css into one file so that you can save time on server query.
