So the problem is that package_data only works for bdist, not sdist. If you add a MANIFEST.in with the following line this fixes the problem.

include django_cape/templates/cape/*.html

Looking at another package (sigh), I've used this in the past:

graft <path-to-dir>

I think the actual problem is rather that MANIFEST doesn't get recreated always; v0.2 on pypi now seems to have all the relevant files.
