Per service address lists

The accepted rules are:

1. address lists are allowed with limitations below
2. an address list is expected to match the [,\.\-_:\w]+ regular expression
3. commas (,) separate individual addresses in an address list
4. pald does not interpret address lists - it is up to the registered server
5. only one server is associated with a port number, regardless of address lists

The last constraint purpose is to avoid the following setup, which is hard to maintain safely:

• a system has ip4 interfaces 10.0.1.1/24 and 10.1.2.1/24
• process X wishes to use port 8000 on interface 10.0.1.1/24
• process Y wishes to use port 8000 on interface 10.0.2.1/24
