uwsgi unable to determine mimetype -> no styles loaded

When using this image uwsgi no longer can determine the correct mimetype for css files when serving static files. This causes Chrome to ignore css files that are returned with the text/html mimetype instead of text/css and thus not loading any styles.

I don't know if the problem is a library that uwsgi expects that is needed in the -dev version of this image to build the wheel or if it is a missing plugin/option on the custom uwsgi built on the wheels proxy.

Use CircleCI for Docker builds instead of Docker Hub

Split Debian-based image in dev and prod versions

Remove volume

We should probably remove this, but requires further investigation.

Update Python3.10 base image

Hi, the official Divio image for Python3.10 is based on an old version of 3.10. Could you folks, please update it to a relatively newer version of 3.10, so that we can get the security fixes available in the new version.
