The quick resolution for this is symlinking the two files:
sudo ln -s /etc/zabbix/apache.conf /etc/apache2/sites-enabled/apache.conf
from ansible-zabbix-web.

The Zabbix role is not configured to add Apache configuration that uses the /zabbix endpoint. It only creates an vhost and Zabbix is available on the root. Probably this was available before the date you mentioned, but unless it is configurable, there should be only 1 way to access Zabbix.
