tl;dr - yes. you are welcome to provide such changeset.
Those change was introduced by suvit, I was not very happy with it but didn't see any cons so I decided to accept it. Now with your explanation I am sure that it should be moved back to taxation package.

Please also consider starting a new section of documentation, with information about all backwards incompatible changes (with description how to change your code in order to deal with new version of plans). We will gather those information when delivering new version of plans.
