@phalt could we add in this section information about:
- how shepherding issues works
- link to enforcement manual for a list of available sanctions
I thought about initially adding it to issue #6, but then it didn't really fit the surrounding contents well.. :) Feels like this is a better place for it.
Also, could be worth first merging #10 :)
