thanks for getting in touch!
I must say that this sounds like some logic that needs to be wrapped around the cookbook, rather than implemented in the cookbook itself - especially as the way to hand out the 20 licenses might be very custom.
On another note: could you let us know what exactly happens when configuring NR on a higher number than available licenses? AFAIK NR will only continue monitoring/reporting on the amount of x available licenses-nodes, while the NR installation itself is not affected at all.

I haven't heard back from you anymore and right now think this is outside of the scope of this cookbook...
Don't hesitate to reopen this issue if you'd like to discuss things further at some point, or if you'd like to push a PR with a suggested solution!
