Do not stop newrelic-daemon if using agent mode

Hi @eric-tucker,

the logic of stopping the daemon originated from the time the different startup modes were introduced (https://docs.newrelic.com/docs/php/newrelic-daemon-startup-modes)... In order to use the agent startup mode (default), the already running daemon had to be stopped.

I agree that stopping the daemon is not necessary, as you don't necessarily want to restart your web server on every chef-client run - please do send me a PR with the changes you suggest! (alternatively leave it with me - but I'm currently on a holiday, so it might take a while :-) )

Well for now I am switching to "external" mode.

I don't see any quick fix for this. You could add dummy call to "php -i" to invoke the agent after the run but that

• sounds hacky
• needlessly results in every chef run stopping and restarting the agent

I am not sure if there's an easy solution for this.
