If you can, make a PR. No BOM is often assumed to be "UTF-8 without BOM" so i don't see any problem.
Also UTF-8 is recommended for YAML (section 5.2 of specs)

In pyyaml, which is mentioned in readme, BOM is emitted only when encoding is UTF-16 (UTF-32 does not seem to be supported).
It is easiest to remove the line bom = ByteOrderMarks[BOM.UTF8]; in writeStreamStart method. Is this breaking change acceptable? Do we need some parameter to specify whether to emit BOM?

I don't believe it's a breakage because code using stuff emitted by D-YAML should really process BOM as an optional thing anyway. But maybe other won't agree, i cant say.
