Setup permanent URL for tier0 data-service

Hi Stephen,
please coordinate that soon-ish with Simon/Dave/Lassi since I need to know URL before I install the software. I am not allowed to change installed software, in DAS case it would be maps, to adjust URL changes. I'll put this URL for time being. Please notify me if it will change.

so it is close to production. It may change though. At some point we'll move it to cmsweb to make it more stable.
