That's weird...
So, it fails on debian jessie

(shouldn't docker be consistent? sigh)
Anyway, I've tried it on another jessie box as well (3.16.0-4-amd64) and it fails there as well.
However, when I launched a brand new jessie instance and installed docker there, it worked without issue, even when I lowered it's version to 18.06.1-ce

I do not know what's causing the issue on other 2 boxes (they are in different environments), but I do not think adding explicit wget reference to the list of build dependencies would be too big of an issue (since it would be removed in a later building phase).

Going to close since this isn't reproducible and the issue seems to be with the build environment
