Are you sure that mc is a package that's available for ubuntu?

If it's an issue with upstream ubuntu package repositories I'd recommend starting at https://bugs.launchpad.net/ubuntu

The problem is not the OS. The problem is in the assembly of the docker container from Dockerfile. In the OS, everything works well.
