Self resolved. I changed the [apt-get] part as follows and it started without problems.
[src\ApiGateways\Envoy\Dockerfile] Line 8.
Before change:
RUN apt-get update &&
apt-get install gettext -y
After change:
RUN apt-get update &&
apt-get install gettext-base -y
Note that the description of the operating environment was omitted.
