Thanks for digging up the LDM notes. I agree that all four lines with target-typed new should error.
No special insight as to why this is misbehaving.

FWIW, I was curious why overload resolution prefers Func<int> over Action. The logic comes from BetterConversionTargetCore, which prefers a non-void returning delegate type over a void returning one. But I couldn't find where that comes from in the better conversion target or overload resolution spec...

The target typed new doesn't mention overload resolution rules. It was discussed in a ldm meeting but looks like we failed to update the proposal.

The LDM meeting concluded that we're using the convert with errors approach to target typed new. Based on that I would expect all of the above to succeed. The new to the delegate type is throwing off the analysis here somehow.

@jcouv do you have any insights into what is going off here?
