This is not an issue Roslyn can help with. We don't have an 'intellisense db' and we don't cache anything related to error computation. This only happens if the project system has given us an incorrect set of errors. As such, this would need to go to them to see if they want some sort of way to help here.
Note: "manually delete the .vs folder" is a give-away here. Roslyn stores nothing on that folder. While the project system stores cached evaluation info there.
