Given the conflict is between Roslyn and EF Tools, this isn't a Razor issue, so moving to Roslyn. Though I don't think its a Roslyn issue either, this is just how nuget works. If you add a reference to Microsoft.CodeAnalysis.CSharp.Workspaces to the project, it should resolve the conflict and build fine. Central package versioning would also allow you to specify 4.9.2 as the version for that package without directly referencing it.

Indeed adding the reference should help there as @davidwengier has described. If anything maybe a bug can be filed on NuGet to better handle this, but that would be filed against https://github.com/NuGet/Home.
