Highlighting is Inconsistent on Toggle Button using `useSelect`

The focus is on the button in all cases, the styling is just different, and this may be due to how browser is deciding to style the focused element. You don't usually get that highlight if you focus with mouse, there is no need for it. The highlight happens when you focus by keyboard.

If you want the same styling on both mouse and keyboard, consider adding a custom style on focus via CSS, and remove the default browser style on focus. Hope it makes sense. Thanks!

That does make sense the strange thing is the css styling was also not working so I could not set it on focus.

In the end, I used the combobox and made it readonly. This gets the results I was looking for.
