Instead of adding columns, separate tabs in the same spreadsheet providing contact information for nominees and DPGs respectively will be populated from the existing API

The contact spreadsheet is now operational and syncs every few hours from the DPG API. Closing this PR as the objective has been achieved. Thanks.
