Integrate Typescript with build system remaining tasks

Tasks:

• Use https://www.npmjs.com/package/fork-ts-checker-webpack-plugin to fail Webpack builds when typescript errors Decided this wasn't worth the extra hassle during development, as you could write invalid TS that could still emit JS, instead we can just add a typecheck stage to CI
• Integrate Typescript into Travis builds
• Validate React hot reloading works on yarn dev
• Allow typescript files to be used for tests (create a new typescript config?) (Completed by #6)
• Investigate TSLint vs ESLint (See how create-react-app uses this)

Testcafe and Jest types collide

they both have the global test, so we'll need to either decide not to use TS in our test files or have a separate tsconfig files for each
