It looks that three other windows have not open any group as the same pages a listed "Found hidden unsynchronized tabs":

So in reality you have only one group that you just created. All others are windows and tabs that does not belong to any group. If you will created group for every window then you will see all groups.

Another hint that help to keep all groups in all windows for me: if you would like to close Firefox use Ctrl+Shift+Q shortcut. It close all windows of Firefox and correspondingly give a chance to restore all windows and tab groups after restart. If you close windows one by one then Firefox remember only last closed window and its tabs. :)

@achernyakevich-sc I'm not sure we're talking about the same thing. I'm not trying to create multiple groups. I'm trying to save my entire browsing session as one group, rather than just the active window.
