What struck me as odd was this line:
VERBOSE: [SRVADM012]: [[xFirewall]Domino-POP3] Test-RuleProperties: Profile property value 'Domain, Private' does not match desired state 'Domain,Private'.

@megamorf - good catch on this one. I think I've fixed the issue and submitted a PR to dev. If you want to, you can try out the fix in my xNetworking fork here:
