Still not sure about fixing this. Technically, there is no real need to do a who request because the first message to the bot will give the user host of the person messaging.
I'm open to comments, the the bot signs onto IRC and joins a few very active channels, it could get bogged down with 20, 30, or 50+ WHO requests in the queue to be sent, I did fix it so that if a who request isn't sent yet (still in the queue) when it is generated, then it won't duplicate.

Sounds like you want to batch the WHO
requests together, which is totally possible but I'm not entirely certain how this can be completed.
I'll look into this for you.
