This requires changes to the containers and the runtime to provide the encoded
URI path of the URI. In general all on the URI, including extraction of query
parameters, should work from the encoded characters.

Fixed for query parameters, path segments, matrix parameters and encoded values
specified by @uritemplate.
Some more work required for template values. Currently the template values are
always in encoded form.
