Jersey will generate WADL for all root resources it knows about. The WADL can be
transformed to HTML using a style sheet to present information in a form such as
that presented by David Megginson for the Open Social URIs.

Mark Nottingham's stylesheet [1] already does much of the work if we copy
javadoc from the annotated class into the generated WADL then the rendered HTML
would probably be quite useable as a first draft.
