The root cause is that the "random javadoc" in the AST becomes a part of the BAR
enum constant. Thus the formatter can't find the comma before the BAR
constant, because it's actually inside of it.
@jarthana am I correct to assume the parser behavior is not correct? This javadoc should be put in the AST root comments list, but not assigned to any particular node (as it happens when a javadoc comment is put for example inside a method).
