I'm not seeing this problem with the RAT plugin. I wonder if this is still present after #51 is fixed by PR #61.

Maybe the parent POM has an effect. Will try again after I checked on those.

I guess it needs an exception in the POM or putting a licence header into that IML file (question is, why anything except a POM is even checked in, or is it just a local file?)

It seems that a lot of the excludes are enabled by default in the RAT plugin.

It is a local file. I think the bnd.bnd ones should be local too.
