No idea about consequences of removing the binaries, i think the usr/share/zoneinfo files would be needed so users can change timezone without rebuilding.

The binaries are tools that allows you to debug and change timezone info. I don't really see a point of doing so after building the image -- rather change TIMEZONE when building it.
I guess a valid argument would be looking into other types of consumers. For instance, does timezone-juggling from python, ruby, nodejs, etc depend on this?
