The underlying reservable autocluster create failed:

This was due to an extra interface on the shared rootLB for the target subnet. Since there were two interfaces for the same subnet, querying for whether the master node (over those interfaces) was ready was failing, likely due to requests being sent on one interface but replies coming back on the other.

It is not clear why that extra interface was not cleaned up properly.
