To close this out, the networking service will work as follows:
Should we assign an IP to every container or just certain ones?
Stellar will only configure networking for containers that have the io.stellar.network label.
When assigning do we only assign containers and applications that are launched through Stellar or any container in the namespace?
All containers that have that label will have networking configured.
