Sorry we never responded to this one. We did end up adding scipy into the requires keyword in setup.py. I believe pip won't act on it (i.e., it won't install the dependencies), and I need to think more carefully about how to write setup.py such that it will work with easy_install and pip (except for automatically installing dependencies), so I'll leave this open for now.
