One of the enabled features in this method without the support checks is not available on your GPU: https://github.com/Equilibrium-Games/Acid/blob/master/Sources/Devices/LogicalDevice.cpp#L145 .
I'm thinking it's fillModeNonSolid or wideLines, more of these features need to be checked before enabled.

If you commented out all of the lines down to the if statement and uncomment one by one, the device creation should work and you can find what your GPU does not support.
