Thank you for raising this issue it helped us understand that it is not as straightforward to replace Eclipse with flow in an ERT configuration file as we expected and we will be fixing this in an upcoming release.

In the meantime to help you move forward with your testing you can try the following to test ERT with FLOW:

In the folder site-packages/ert/shared/share/ert/forward-models/res/script/ create a file flow_config.yml with the following content

default_version: default
versions:
  default:
    scalar:
executable: [path to flow executable] (i.e. /usr/bin/flow, you can find this with the command `which flow`)

Your ert config file(i.e config.ert) should look like this:

ECLBASE SPE1
DATA_FILE eclipse/SPE1.DATA
RUNPATH realization-<IENS>/iter-<ITER>
NUM_REALIZATIONS 1
FORWARD_MODEL FLOW

And the folder structure should look like this:

-- test_ert_flow
  --eclipse
     - SPE1.DATA
  - config.ert

now you should be able to run the command ert test_run config.ert

from ert.
