make fails if run in an extracted tag tarball

in my case is a little different
I alredy have cloned ponysay months age from the integration of ponyquotes but the git never fetch or promt about the ponyquote give me only an archive. gitmodule and an empty ponyquotes4ponysay directory
but cloning in windows from scratch (github for win in father net) fetch the ponyquotes

I'll merge them, it seems to be easier for the users.

Not fully merged yet, but there will be no problem installing from an extracted tag tarball.
