putting CDEPS modifications in SourceMods

@jedwards4b - this is still an issue - and should be resolved before CDEPS/CMEPS becomes the default.

./create_test SMS.f19_g17.X --no-build
cd $CASE
cp $CDEPS_SRC/streams/dshr_strdata_mod.F90 SourceMods/src.drv/
./case.build

Works as expected and compiles the SourceMods/src.drv/dshr_strdata_mod.F90

mv SourceMods/src.drv/dshr_strdata_mod.F90 SourceMods/src.drv/dshr_strdata_mod.F90.tmp
./case.build

Also works correctly and compiles the original dshr_strdata_mod.F90.

mv SourceMods/src.drv/dshr_strdata_mod.F90.tmp SourceMods/src.drv/dshr_strdata_mod.F90
./case.build

Again compiles the SourceMods/src.drv/dshr_strdata_mod.F90

I tried the same steps with dshr_mod.F90 and got the same results. Please try again and if you can reproduce please elaborate on the steps to do so.

Sorry I should not have started with an X case. I went back and repeated with an A case and got the problem - I'm working on it.

This is fixed by ESMCI/cime#4079
