This is poorly documented sorry about that. What was meant is that if None is provided then the webmap will use the first title found in the basemap layers as it's title.

This obviously is not the case either so there is a bug. I will fix it to be what you first mentioned: when None is passed then the current basemap title is returned. We have an upcoming release so this will be in there (2.3.0).

In the meantime a workaround is to use the definition property and get the basemap title.
