Setup TypeScript and TSLint in package

@driskull What's the reason for adding TS as a dep? @stencil/core brings TypeScript as a dependency for its build step.

For linting, we might as well set up ESLint since TSLint will be replaced by it (https://devtopia.esri.com/jere5132/Online-Charts/pull/42 has more info). On a related note, should we adopt the same linting rules from Online-Charts as a start?

I overlooked that Ionic already has recommended TSLint rules:

In order to enforce this (or your team's) style guide, we recommend leveraging a static analysis tool like TSLint. Ionic follows tslint-ionic-rules. Optionally, the community maintained package tslint-stencil provides rules specifically for writing Stencil components.
