From my perspective. calcite-block and calcite-block-section are both, basically, collapsible panels. Their differences are primarily styling, but they maintain a functional consistency. I think there's room for a rename here, for one. Block is not a great descriptor of this UX.

Secondly, I think we could create two visual variations of a collapsible panel, utilizing CSS. A "block" that's shown in the design here could then be achieved by nesting one or more collapsible panels inside another collapsible panel, and using a styling variation for the children.

If this is hard to visualize, I could submit a PR showing what I'm suggesting.
