Bug: Inconsistent design between Bock/Section expand icon

This is as-designed. We're mixing two "expand" styles that have different behaviors. at the high level, we're using an accordion-style expand that "flips" opposite the content direction. At the lower level we're using a typical tree-view expand where the icon rotates downward with the content direction. We ended up with both styles because it improved the hierarchy of the symbol styler I worked on. We can reconsider, but I think it's pretty low on our priority.

@mitc7862 have you guys done any user testing on this design? If not could we do some here? I understand both points of view but I think it's mostly guesswork until we test it. The biggest indication of whether this is should stay or be changed is if users are able to use it easily or if they run into UX friction.
