for facilities, we can document users how to use the Query widget to find facilities within their output ERG graphic

based on the documentation I've written, we need to provide a place in the configuration page to enter facilities layers.

• Add an all buildings layer
• Edit facilities or buildings feature status
  These can be achieved through the smart editor widget.
