Touch gestures don't work on microsoft surface or touch monitors

Here is some additional observations during the initial issue discovery:
-Map navigation would not work using the Chrome browser.
-Story Tour template seems to be the only template that works using the IE browser
-Only tried the two browsers (Chrome and IE)

Update 4/14/2014: IE works now by adding "IE=10" to the content portion within the tag. Alternatively, "IE=edge" can be used instead of the IE version numbers in the same location.

See our 1.3 Shortlist release that we made today. This has better support for touch devices, including a responsive small display mode for phones and small format tablets. In normal display mode the Shortlist now works much better on Microsoft Surface (IE full-screen and IE desktop) and Windows 8.x laptops with touch screens, including panning and zooming with touch gestures. I have seen some issues still on certain individual non-Surface Windows 8.x tablets in normal display mode where I found it hard to hit numbered symbols on the Shortlist map but need to investigate that further. We'd like to close out this general issue for now and ask folks to submit separate issues for specific issues they notice on touch screens and with mobile devices.
