Hi,
You have two issue:
- the id that you have entered is a webmap not a web mapping application id
- your webmap does not contains a valid Map Tour layer.
I suggest that you start building your maptour using the builder www.arcgis.com/apps/MapTour/index.html?fromScratch
From the advanced options on the first screen, you will be able to download a CSV template, if you copy back your data in it, it will have the required format.
Then follow instructions here https://github.com/Esri/map-tour-storytelling-template-js#how-to-deploy-a-map-tour (To build a Map Tour using the interactive viewer)
