Delay touches to app views by a small amount

My latest commit adds code to the ACAppPageView in Tweak.xm and the part of the code that checks for view visibility works nicely.

However I'm not sure how to forward the touches to Control Center. I've tried setting userInteractionEnabled = false (even recursively on all subviews) but that didn't do the trick. I'll assign you to this issue so you can have a look.

Commit 06f17a7 adds a 0.6 second delay when an app page becomes visible because Control Center is pulled up (this allows the user to easily swipe through pages if they had used an App Center page before closing CC the last time). I also fixed a bug that caused the touch blocking to never end if you created a new page from the grid. I tested these changes and found no remaining issues with the implementation.
