Then I think this plate should be stylized according to information it holds.
It could be color scheme, icons, or both. For example:

⚠️ – for hardforks and updates
❗️– security issues, immediate updates, etc.
🎉– for releases, new achievements, artworks, etc.
👤– new team member.

And thus it meets the next requirements:

• It should be stackable to hold several notifications sorted by importance and date.
• Security issues should be shown first.
• It should be accessible from each page due to its' importance.
• It should be collapsible.
• Notifications should stay accessible even if they were hidden.

Thanks Rumkin, that's a good point.

By way of explanation - this element was initially site-wide because it linked to the site about the new website initiative, whereas now it is being used for smaller announcements (e.g. new artwork, and other updates in the future). It might make sense to only display this on the landing page now, rather than the whole site.

Hey @rumkin - thanks for this suggestion! This is currently out of scope for the website and the notification feature specifically, which was always a temporary feature to be used only for major changes to the website itself. Ethereum.org isn't the official website for the Ethereum Foundation, or for the core developers of Ethereum, meaning it shouldn't be relied upon for critical issues like hardforks, security issues, or similar.
