I thought I'd fixed this, but let me take a look locally, maybe I made the change and haven't pushed it, or possibly missed a few places.

INFURA on testnet (not livenet) has this requirement of no leading zero. I should probably open bug with them too, since this behaviour is inconsistent.

The ethers hexlify always ensures the string is even (so using it in buffers doesn't give unexpected results), so it should never be required to strip off more than 1 leading zero; but I'll get to this soon.

This should be fixed now. The JsonRpcProvider strips zeros off of anything that a strict node should care about.
