ngx_brotli won't work in nginx-1.16.1

By default, the brotli directive is off, so unless you setup your nginx config, brotli won't be activated.

I'm running 1.16.1 without issue here on RHEL7 compatible OEL7.

@draskolnikova maybe include your compile output and what particular release or commit of of ngx_brotli you're building?

Also, it's not listed in your configure, but as you're using --with-compat I think this is still relevant, are you including any other pre or post built dynamic modules ( e.g. ngx_pagespeed )?

And of course, the obvious, are you directly connecting to the server or behind cloudflare or similar?

Are you seeing "br" as an option for encoding in accept-encoding header in chrome? what happens if you remove gzip and deflate and only request br?
