Support camera sub-stream streaming and storage

NXW create two folders: hi_res low_res (for both primary stream and secondary stream resp)

@marcoherbst you're welcome to express them here, it's better to keep the history of discussions.
Storing sub-stream will be an optional option, most certainly we'll need it in the future especially if we run on a raspberry PI.

You can add more details, does NxWitness store the main-stream and the sub-stream or is it optional ?

I'm closing this. We've not implemented substream recording and I see no point. We can come back to this if needed.
